Department Function Mapping

A matrix view of departments against functions, exposing duplicated ownership, unowned work, and the seams where handoffs fail.

The problem

Nobody could say with confidence which function owned which part of employee capability, so gaps were invisible until they produced a failure.

What I designed

Map functions across departments in a single matrix, mark ownership strength per cell, and let the empty and double-owned cells make the argument.
