AI adoption was being treated as tool training even though the durable constraints were workflow fit, judgment, permission, governance, and organizational learning.

What I designed

Sequence literacy, supervised practice, workflow redesign, governance, and operating feedback as one implementation pathway rather than separate workstreams.
