A learning function measured by delivery volume will produce delivery volume. Courses shipped, sessions run, seats filled — all real work, all disconnected from whether capability persisted.
Enablement describes a different commitment: continuing access to knowledge, support at the moment of application, ongoing practice, feedback that informs iteration, and maintenance that keeps the whole thing current.
The shift is structural rather than instructional. It changes what the function staffs for, what it promises stakeholders, and what it measures. This is where the conversation usually stalls, because the implication is headcount.
The counter-argument is cost. Continuous enablement is not additional spend layered on top of training. It is a reallocation away from repeatedly remediating the same problem with a new program.
