The Situation
Learning functions are commonly measured by delivery: courses produced, sessions run, seats filled. The measures reward output while the organization needs sustained capability.

The Challenge
Once a program ends, the support ends. Performance problems reappear and are answered with another program. The cycle consumes budget without changing the underlying condition.

Diagnosis
The operating model, not the instructional quality, was the constraint. A function structured to ship events cannot produce continuity. Enablement requires ongoing support, feedback loops, and a service posture toward the people doing the work.

Strategic Approach
I described enablement as a set of continuing services — access, support, practice, feedback, and updating — rather than a catalog. That reframing changes what a learning team staffs for, measures, and promises.

Lessons / Evolution
Leaders accept the logic quickly and resist the implication, which is staffing. The framework became more persuasive once it addressed cost directly: enablement is not additional spend, it is a reallocation away from repeated remediation.
