Purpose
Learning functions measured by delivery volume produce delivery volume. EAAS addresses the operating model: what a learning function commits to, staffs for, and measures when it treats enablement as a continuing service rather than a series of transactions.
Core idea
Training is a transaction with an end date. Enablement is a continuing relationship with the workforce: access to knowledge, support at the moment of need, opportunities for practice, feedback that informs iteration, and maintenance that keeps all of it current. The shift is not instructional — it is structural.
