The Situation
Leaders responsible for professional development were operating tactically — scheduling, compliance, and delivery — with limited framing for strategic decisions about capability investment.

The Challenge
The audience was time-constrained and senior. A conventional course structure would not hold them, and generic leadership content would not earn credibility.

Diagnosis
The need was framing and decision language, not skills instruction. The design had to respect existing expertise while offering a genuinely different lens.
